Homeless Children and Youth

Who are homeless children and youth?

The Texas Homeless Education Office (THEO) describes homelessness as a lack of permanent housing resulting from extreme poverty, or, in the case of unaccompanied youth, the lack of a safe and stable living environment. McKinney-Vento Act (Section 725) goes on to further identify homeless children and youth as those who lack a fixed, regular, and adequate nighttime residence. Key provisions in identifying homeless children and you include, but are not limited to:

  1. Sharing the housing of other personas due to loss of permanent housing, economic hardship, or a similar reason.
  2. Living in motels, hotels, camping grounds, cars, parks, public spaces, etc.
  3. Living in emergency or transitional shelters.
  4. Abandoned in hospitals.
  5. Awaiting foster care placement.
  6. Migratory children who qualify as homeless because they are living in any of the above circumstances.

Troy ISD offers assistance enrolling and with basic needs for students in homeless situations. Contact a campus office for assistance. The district's homeless student liaison is Brad McMurtry, Director of Student Services. 254-938-2595.
